Thrift store DVD

I settled back and started to watch a thrift store DVD. The title is THE CRIPPLED MASTERS. It stars no one I had ever heard of, that being Jackie Conn and Frankie Shum. It is an exploitation film. A rough outline of a story, and almost well done. One of these kung Fu masters was born without arms and the other has no use for his legs.  They team up to get revenge: the story being an evil Master  ( or King, that dubbing is confusing) has lopped off the arms of one, and poured acid on the legs of the other.  What happens is pretty oddball. They do know these moves, and the two do it well. But still, I'm wondering in my mind about this: is this exploitation? Or is it really a freak show to watch?
